I made an editor. Very incomplete but it works for modifying weapons.

When you choose a weapon slot on marcrobledo you got to keep in mind that the weapons in these slots are ordered the same as when you sort your weapons in-game in the order you acquired them.

Does anybody know how to edit the powers, though? E.g. add missing powers. No save editor I know of offers this feature and I'm down with doing a hex edit for that if need be.
