ROM Hack Issues Decrypting .3ds file for Citra

So I followed this video to randomize Pokemon US: which was an excellent video, but as far as I could tell, the whole process was supposed to decrypt the file and keep it decrypted for Citra, but when I try to load my game into Citra, it says it's encrypted again.

Any assistance? I'd prefer to not have to install homebrew crud onto my 3DS if I can help it, I just wanted to play randomized US on my computer.

Edit: I've been trying to do this all day with no success, found that video, thought I was making some progress, but... nope.

    i used to go out to the recycling center every couple weeks and look at the crts and other electronics people would drop off. Usually screens were broken or severely scratched from being tossed around. Did find a good one here and there, but never anything like a 1080i widescreen crt.
