You should try google, I bet most of us haven't tried it so we wouldn't be able to tell. Google something similar to "winaero theme review" or "winaero theme virus / malware". Just use your common sense, does it seem like some fishy website/program etc. (I can't see if the website seem fishy since at work)

What are you? Did you even read my reply?

Edit: Starting to suspect I was a bit of in my first reply. winaero is just a general download site, isn't it?. But my answer still stands. Try google and see if you find anything strange. Usually good programs have alot of users and hence have a lot of hits on google.

If you want a legit theme changer for Windows OS, you should check out WindowBlinds. Me and my brother have been using it for a few years now, and really like it. wincustomize.net has a ton of user created skins available for download, and of course deviant art is a nice place to look for them, too.
