60 installed cias on my O3ds to my N3DS or do I have to reDL all of them? What about gamesave data?
You have to redownload them, you can't transfer them between systems (NANDS are unique).
You can keep the savedata by exporting it using SaveDataFiler and ithen mport it to the N3DS using SaveDataFiler again.
man this sucks lol.
Same I keep all of that organizedReally your fault for deleting them.
I have a folder named cias in my PC,

I have a folder named cias in my PC with all of them in there.
I didnt plan on buying another 3ds as I was never going to pay 300$ for a hacked console.
That's the point, you never know...
I still have all my PSP ISO folder in my PC and I'm not planning to buy another PSP in the future
my idea...
system transfer.
this will let you use the encrypted stuff on your old 3ds on your new3ds.
then, copy the games installed on the sd card over.
i guess you won't have the tickets needed after the transfer... you will have to install them...
dump the tickets first with FunkyCIA, then... yifanlu made a ticket installer homebrew.
this should all work, no cia installing needed
the best answer i think for you.
not so simple i guess. but very possible. good luck
best answer you will get in my opinion
i'm sure it's possible, that's why i said itSounds very interesting but is this possible? Would I have to downgrade my O3ds to the same FW on new 3ds?
-both 3ds's turned on
-same fw 3ds(does it matter if host is 10.3?)
-dump tickets with funky cia on o3ds
-install tickets on n3ds
DOes this sound about right?

sd card, look in the. intendo 3ds folder, for a folder called titles, just copy the whole sd card anyway. What part would the actual game installations be so that I could move them from one place to the other?

i really believe this will work from my steps i wrote out but it would be nice to get someone to confirm if it sounds good to them
