I assume that CIA files are what gets installed to the HOME Menu of 3DS systems.
There is not yet a solution for installing homebrew straight to the Wii U Menu, as doing so would require IOSU patches to disable signature checking.
We keep getting hinted at an imminent release, but don't get too excited about it.
@smealum showed off a boot-time IOSU exploit that allowed him to actually boot into a signature-free CFW from his SD Card, but he has only released his hard-mod compatible tools. The actual exploit is still private.
