If it's kernel hacked, then yes, there is a way without dumping the whole NAND.

Without cfw no there isn't & if you have cfw then you don't need any tranfer just install the cia's.

None, you'd just need a movable.sed transfer.

Do you have access to Decrypt9 on the 3DS on which the game is?

Have you logged in into a NNID on the 3DS to which you want to transfer the game?

yes, but the eshop is not working, i think its due to the NNID linked to my sysnand and a deleted emunand from a while ago

Call Nintendo to unbind your NNID.
Just tell them you've sold your old 3DS and forgot to transfer your stuff.
