There is Citra but it is very buggy, not sure if there is others, maybe private/closed source projects, but citra is the only one I personally know of.

This was a pretty lazy post, you could have searched around and found the answer yourself.

The answer I guess would be "kinda, not really". Most lists aren't updated very well, but RetroArch has a pretty decent list.

Yes! The PS1 emulator is however unplayable on the o3ds, not sure about n3ds. Also I didn't notice it had Virtual Boy, I might have to pick that up!

WikiTemp is constantly updating with links to emulators for the 3DS:

Furthermore, retroarch has a good few extra emulators for the 3DS as well!
