Hardware Is the Wii U's vWii upscalable?

I've been looking on the internet for ages to try and find how to improve the vWii's quality to make it look like some Youtuber's quality. Example:

That looks like it's running internally at a high resolution, which is unfortunately only possible with an emulator on a computer. There are things you can do to improve the Wii U's vWii picture, but they all still render the game at the original resolution of 480p before whatever processing they do.

The Wii U upscales the vWii's 480p picture to whatever resolution you choose in the [Wii U] System Settings, but doesn't do it particularly well. You may get better results by setting the resolution to 480p and letting your TV do the upscaling. If this doesn't help, you can get an upscaling HDMI cable (I've used a Seiki uVision, and have now upgraded to a Marseille mClassic).

software wise, not much you can do. Hardware wise, you can use a mclassic dongle by Marseille.
