In some pictures of the XBOX One, it is placed vertically, however, some people I know have said that it can scratch disks. Is it a better option to put it horizontally or vertically?

The console itself is designed to only be placed horizontally. The Xbox One S is being sold partially for it's ability to stand vertically so I assume that means it's not safe or at least not recommended to do so on the original.

If you put rubber bumpers on the side so the vents are not blocked and do not ever use the disc drive (as in digital only), you should be fine as the Xbox One's design is ridged and should not mess up the motherboard (via warping while hot) by setting it sideways.

I ran my original Xbox this way also, and it was fine as long as I was not using the disc drive.

Here is an except from the article:

Talking to GameSpot UK, senior director of product management and planning Albert Panello said the following:

"We don't support vertical orientation; do it at your own risk… it wouldn't be a cooling problem, we just didn't design the drive for vertical. Because it's a slot loading drive, we just didn't design it for both".
