No, you can't use Video Chat because the Acekard cannot boot in DSi/3DS Mode thus has no access to cameras. Yes, you can Voice Chat via VOIP as mentioned above. Can't see why it'd be great to have bootmii as the only advantage of having it nowadays is being able to dump NAND and re-up it in case of emergencies, which is not something that you should be worried about on the 3DS, at least for now.
