Hardware is it possible to have wrong 3DS firmware version no?

Hi,
currently in my 3DS system setting is showing 'Ver. 4.5.0-9U'.

but, in my homescreen, I have camera function that only startup with both L & R button pressed simultaneously and I have Miiverse icon on top right. I believed both functions are only available with firmware 7.0.

It is a used 3DS that i purchased from someone else so I'm not sure about the history of the unit. I have gateway card but I am unable to use the blue card as everytime I try to launch it, the 'encountered error and need to power off' message come on.

Is it possible to have both functions with system firmware 4.5.0-9U? If not, why my 3ds is showing firmware 4.5?

Probably but i guessed it is possible to have a wrong firmware version no displayed in system setting.
