I have a few CIAs I installed with FBI and would like to know if I can change a CIA's name or TitleID, and if so, how to do it. Thanks!

The titleid is part of both the header and exheader of a CXI
The visible name/icon are part of the "icon", inside the exefs inside the CXI
So you need to extract cia>cxi>header+exheader+romfs+exefs+plain..., extract the exefs, change what you want, recompress everything

Ship to ship communication software for the Navy although without access to the encrypting chips it was mostly useless
