Title. The general idea that I have is that you could change the TitleID of a version of the O3DS browser to the TitleID of the N3DS browser, and then install the old browser on the N3DS.

I guess that you can, but it'd invalidate the CIA making it uninstallable. Unless you have a way to install hacked/bad CIAs, then there is not point in changing the Title ID.
