I want to buy a DSTT from Craigslist. Sellers told that it is sold without games due to legal matter. Is this true?

Since there are legitimate reasons you might want to back up your games and/or play them all from a single cartridge, the legality of flash carts is questionable.

But ROMs of games you don't own are definitely illegal.
