Apple Iphone 4 sim card problem

Hi, is it posssible to bypass the sim card activation on an IPhone 4s?I tried for about 2 hours but I found nothing interesting?My IPhone is on the firmware ios 9.3.0.I would like to access to the IPhone in his integrality not just a server that allows me to do certain things.
