afaik FBI 2.X should be able to install DLC fine, but if you want to try DevMenu still google "DevMenu Pastebin" and you'll find a CIA of devmenu pretty quickly.

Do I need the config file? The Dev Menu file is a CIA so I can just install that can't I?
Can I have Dev Menu and have FBI at the same time? Would that for some reason break my 3DS?

Answering your questions in stack order...
Yes you can have devmenu and FBI at the same time, it won't break your 3ds.
You can just install devmenu
You don't need config

Can I have Notepad and Sublime at the same time? Would that break my PC? (Short answer - no, they're just programs)
