I've got a US Wii currently running 4.3 U and I would like to run systemmenu 4.3 E on it, or at least run my 4.3 U Wii in German.

Nothing like ModMii. You could do it but it would be manual. I think you can get ModMii to work in a wine environment on a Mac though. If you have access to someone else's windows machine you can run modmii then put the files on an SD card and you won't need a windows machine again
Why? If you want to load EU games on a US console then just use Priiloader to disable the region lock.
