I figured that was the case. I could've sworn that the dlc for another game had a different title id. thanks for the clarification!

Basically the DLC and the game have different IDs, with the difference being in the high ID, with the low ID being the same. These are the high IDs for all games:
00040000 for full games
0004000e for updates
0004008c for DLC
