I will tell you how to edit images on your ds using homebrew 
1) Download your picture(s) and save/convert to bitmap I use this
http://watermark-images.com/batch-image-convert.aspx and put picture(s) somewhere on your micro sd card
2) Next you need to download this http://dl.qj.net/nin...ns/phidias.html
3) Put Phidias ds anywhere but put the folder in the root of your micro sd card
4) Turn on your flashcart and run Phidias click load look for picture(s) you downloaded earlier
5) Use the tools to edit your image and have a good time
NOTE:iMAGE EDITING WORKS BEST ON CARTOON,ANIME,CARTOONLIKE,AND MANGA/COMIC LIKE PICTURES BECAUSE YOU CAN EYEDROP PICTURES BUT IT IS YOUR CHOICE
