Exactly. I'd work just fine if I was the (U) version. However, I'm Australian - that means I'm actually a dump of a repackaged (E) cart, so I still only work with a AR cheat code, even though I was released ages ago.

(when are flashcart makers gonna add support for the EU version of GTA:CW btw?)
