Homebrew I would like some help

So after I installed al9h on my N3DS, I wanted to use another sd card on my 3ds, as the one I used was a new one that I had just bought and wanted to use it on my Wii U instead, and I already had one that had a bunch of my stuff.

So I followed this video.

and all was fine, until now. I really need a title key file (encTitleKeys.bin) but I don't know how to access decrypt9, nothing happens when I press power+start, I just go to the HOME Menu

for clarity, I installed al9h on 11.2 before the 11.3 update came out, my N3DS is now on 11.4 and I do have luma updater.

I hope I'm making sense

You can get the title key online by googling. (It's against the rules to name the site)
