Hardware I want to buy a PS Vita with a problem, and I want to know if I can fix it

I've been looking for PS Vitas to buy and I found this one which has a problem: it only charges to the point it can turn on (so maybe it can only be charged when turned off?). Is there a way to fix this if I buy it?

I would suggest a new battery

I was thinking of changing the battery too, the seller said the Vita hasn't been used in a while, maybe the battery shat itself in this period of time?

edit: it's a Call of Duty: Black Ops Declassified PS Vita, and the firmware it's on is 3.36, so it probably hasn't been used for more than 3 years
