Why do you even have the sdk if you aren't a developer? It's not going to do you any good as a regular end user.

The software you make using the CTR_SDK can run on dev units, and to make it run on retail unit you have to send Nintendo a submission form. They will review your source code and compile it themselves, and sign it using their certificate.

if you want to create a cia for homebrew purpose, you need to use existing open source cia tools created by hackers/homebrew developers.
