That's just the homebrew launcher, and there's not much you can do with it. If you want to install CIA files and custom firmware, you'll need to downgrade which requires a hardmod or another 3ds with custom firmware.

No, but you could get one on 10.7. All of the newer models come with 11.0, and don't order one online because you're more likely to get one on 11.0 if you do that. There's a way to check the firmware by looking at the serial number, so go in a store and ask to look at the serial number before you buy one.

more like borrow, if you do it right none of their data will be affected, and if they dont want it hacked just restore an old backup when you're done

Whatever one has a serial number that matches one of the systems that are under 11.0. You'll have a better chance if you get a standard colour.
