Well, if you have CFW and/or Arm9LoaderHax and/or version 9.2, you can use freeshop to scan the QR code on that titlekeys site (the direct URL is a bit taboo, for legal reasons) via freeshop's settings page, reload the app, and then you can download free games. (Because you totally own them and that makes it legal, right?)
If you don't have CFW and/or Arm9LoaderHax and/or version 9.2, you'll have to follow Plailect's Guide to install A9LH, and then you could do anything you want, almost (we don't have to BootROM yet).
You should read the rules, seeing as you are a new user, unless you have already.
