blood of bahamut - ?

Although you can't change the camera views, 7th dragon is in 3D with 2D sprites. You cannot deny the environment's 3rd dimensions.

Sigma Harmonics, although a case solving game, has a full 3D battle engine and 3D models on 2D backgrounds. The reason I even suggest it because there's no way of knowing that the "wolves" described are just random enemies or a main part of the game.

Blood of Bahamut is also 2D sprites on 3D enviroments. It has no wolves I know of but at this point I'm just trying to suggest every game the others haven't.

Looking back on your OP, I'm positive this was a Japan only game "if" it were ever released. My memory isn't too good with Japanese names, but if the game was released to Europe, or NA, or any region with English, I would have an answer for you.
I play around 20-30 roms but I have 350+ saved on my hard drive. Only 10% being Japanese and I know for sure your description fits none of the English ones I have. Aside from the two Lucky Star games, all of my Japs are games/rpgs "I would like to try"

And your desription of your game, or any RPG rendered in 3D are something I would have liked to try. So the fact that I'm sure it is not in my collection makes me strongly believe whatever you're looking for might have never made it to the shelves or have been dump. Just saying...

Well, I looked into that already.... But I don't think so because early screenies were of the PS2 version and I swear the ones I saw were nowhere near that quality.
