That's 'cause you have to have makerom to do that, only devkitARM is not enough

There's something you can add to the makefile if makerom is in the PATH. Try looking at the source of another project for reference.

You may also be able to switch the Makefile out for one from a project using Steveice10's buildtools, edit it to fill in your own information and unique ID for the build and any additional libraries, and download the repo into a "buildtools" folder. I've done it a few times just for a quick way to get a CIA of something that didn't have one on it's own, and it's usually pretty straight forward to convert things.
