I am using GBARunner2 on a 3ds with TWLMenu++ but I cant play pokemon emerald? "Save file too small"

I played pokemon emerald on my phone with delta emulator, then I exported the save file to my 3ds so I could play on it instead but I get an error that says save file too small.
I've deduced that my save file is only 80kb when it should be 128kb but how do i change that? I've been searching all over google but I can't find a good solution.

I just want to play pokemon
