If you mean after everything is out, 5.4 and 5.3.2 are closer in structure (not just numbers lol) meaning more opportunities for the same homebrew, or maybe easier ports, I can't know for sure. It's easy to spoof to any future fw, so stay low as new opportunities could come up at any time.
ex. Before Hykem's 5.5.0 IOSU, new IOSU exploits were found in <2.0.0

I hope Internet isn't required to use the IOSU exploit.

You can disconnect your modem (so you don't risk an internet connection) and host it locally. You'll still need a wifi connection either way, unfortunately. No internet, just a connection to the router.

Loadiine works by loading games from the SD card, and as far as i now the wifi thing works fine with the games too. So I dont see a reason it shouldnt be possible. I'm not saying it will be that way though, Im not making it. but possible, id say yes.
