Hacking How to make ROP File ?

Is it possible to make an ROP file that can boot 4.x N3DS for Reinand, Cakes and GW ?
Now I have three separate files that boot each but would be nice to find a way to merge them all into 1 file.

Now I think of it most likely it is impossible because GW ROP source code is not released?

You can't cram the rop needed to perform such a feat in the 512B space reserved for the DSi nvram profile, but you could have the ROP launch a universal arm11 loader that could do it. Who would/could code such a thing is the issue though.
