Reboot. You have to try about 724365193749813741293469 times before you'll get in properly.I have try for fun with BroswerHax, and :

"Failed to allow threads on core 1."
"Cleaning up..."
Freeze
Sorry guy, i have followed what you have said but, this method didn't worked.
My 3DS Type that I used is 3DS XL (OLD), it is upgraded already to 10.3.0.28U, and i had opened the homebrew by Spider28Hax (Browserhax for 10.3). But it's didn't worked and on the FBI screen appears.
Setting up...

Cleaning up...
Someone can help me?

Try this and tell me if it works:
1 Boot FBI
2.The moment you boot FBI, hold the L button.
I tried this and I succesfuly booted into fbi 3 times in a row

Installing a legit CIA as I type this.
It must have taken me over 100 tries to get this to this point. As some other members mentioned, I found starting CHMM2 first (and exiting by pressing A) then starting FBI would more reliably give me the "Done" message. Unfortunately, I also found that despite getting that message, the 3DS seemed to freeze at this point. The ONLY time I managed to get in is when I pressed START (as opposed to any other button) when I received the "Done" message. Not sure if it was just a coincidence it worked when I pressed that button though...
Also, if it matters, CHMM2 is located right about the FBI application on my Homebrew menu.
Will update when I confirm that the installation works.
E/ Successfully installed and payed a game. It works!
E2/ Attempted it again to install more games. Took many tries, but the same method listed above worked again. For me, it seems that CHMM2 is necessary to get the "Done" message to appear reliably.

Just the FBI loader. From my understanding, Memchunkhax2 is built into it, which is why we can get kernel access.
It's work with done with me two times!

How is everyone having such a hard time figuring out what CIA is legit or not? The list is in the OP...Reading is a powerful thing. Most if not all the questions asked here are in the first post. Please read it before asking.

Yea it does. And you can add platform character behavior to your own charcter, and it will have move and jump already setup for you, space bar is jump, arrows move -
