Can anyone tell me how to load PSP DLC on the PSP and the PS3 (if the game is compatible with the latter, of course)?

You can't install a pkg on a (CEX) PSP, as of current knowledge - but since a pkg is just an archive that gets extracted to a preset location in the filesystem (and then the database is updated, but the PSP doesn't have a database), you can just extract it with pkgview/pkg2zip/etc and place the contents in the appropriate place (I've never researched PSP packages but digital titles go, as you may already know, to ms0:/PSP/GAME/)Can anyone tell me how to install DLC (pkg files) for PSP games and play it on PSP and PS3 (if the game is supported on the latter, of course)?

Since a DLC will likely be protected by a NPDRM "local" license (rif + act.dat) (it's not part of the package, that's the whole point of it) you would in theory need a rap>rif installer (which also doesn't exist - but keys for PSP and PS1 titles are exploitable and there are plugins that will do that for you, some cfws even have the "noDRM engine" built in and selectable from recovery but it's not 100% compatible as far as I've read)

The PSP is different but free titles (demos, sensme channels, ...) are npdrm-free (ie PS3 type 3, not that they lack protection) and commercial titles are equivalent to PS3 type 2 (you have a rif in /PSP/LICENSE/ iirc and act.dat in flash2)
However with current knowledge the encryption can be brute forced quickly, even on PSP - there are dedicated plugins for PSP software and another for commercial PS1 titles (which use a slightly different system, based on a not-exactly-rap-equivalent "keys.bin")
