ROM Hack How To Get Update.cia?

I am currently trying to install mods for Sm4sh 3DS, and on the page, SUPR64 says you'd need to get the romfs files and more of your game, and your update... and to do that, you'd need a update.cia right? How can I get that? I have the latest update for Smash installed
