I've noticed that in all DS roms I've somehow edited, the code is always a bunch of gibberish, though programs can recognize when a file starts and ends, for example. How do they do that? And how do I make it something understandable? I'm new to the hacking scene.

Define decrypt...
If you're talking about the cart encryption, this software should serve >> https://filetrip.net/nds-downloads/utilities/download-endrypts-advanced-v1-2-f219.html <<

Now if you are talking about the internal contents of the ROM, use the Google. Each game has a distinct way to store resources, some not even documented yet.

If the game you are trying to change has not been documented ... well ... only remains to you hours of analysis in a HexEditor and study of subjects related to compression algorithms, data packing, etc.
