How to convert NARC files?

Trying to extract images from a DS game and have got some NARC files that I’m unable to view.
I’ve tried several way like Tinke and NDSHeader, but none of them worked.
Is there any way to convert these files to BMP or PNG format?
(BTW I'm trying on Tactics Layer - Retainer Guard Senki
 
NARC is nitro archive file type, it seems you need unpack it first and that you can actually can make in Tinke, i see there's need to unpack it even twice. After that just open next following in this order 1. palette (NCLR) click view, 2. tileset data (NCBR) also click view, and lastly view NCER (oam obejcts parameters file). Some bank slots have images that you can export to png by Tinke. Some oams parameters may be invalid because can be ignored or corrected by game itself, so you don't always get the image that you want, but you can modify parameters before export, for only that purpose if that help somehow. Probably better here can be just open first two following files and modify NCBR parameters (width 32px (or different multiply by 8) and height by needs) to get what you want to export in Tinke and save to png or bmp.
