GBA flashcarts do have a built in sleep mode like the EZ-Flash Omega/DE so all then?

As above then sleep patches are easy enough to patch into a game (might even be among the easiest things to patch in)

Kuwanger had some stuff for homebrew to use with the EZ4 as well.

If you mean more involved things like the Final Fantasy sleep anywhere but the save will be lost once you restore thing then those are fewer in number.

I will note however a lot of flash carts have a fairly high quiescent current as it were -- some might be lower than retail cartridges but they seldom manage that in sleep mode so consider it more of a take a quick phone call thing than leave it in sleep during school/work to return at lunch/the way home.

Yep, here's the relevant archived page with working download link. Dwedit made the original one for all flash carts, then Kuwanger came along to fix it specifically the EZ-Flash series.

How many GBA games have sleep mode?

I can't find a list online, I believe all 1st party games have it though.
Worth noting that with a flashcart you can enable sleep mode in games that don't normally support it.
