I got the homebrew channel installed and I got USB GX Loader installed. I ripped super smash bros to my external hard drive, and it ripped successfully, but now I can't figure out how to actually RUN it.

You need to install a patched system file to redirect disc access to USB.

you posted on Wii, so I'll consider you are on a Wii and not a WiiU.
get this d2x installer full pack for Wii
on your SD card, create a folder in your Sd:/apps/
for example, sd:/apps/d2x installer/

Extract ALL the content of the downloaded package into that folder.
You should have files and sub-folders in it.

launch the homebrew channel
select d2x installer
on the selection screen, use D-pad to select this :

What : d2x v8 final
Where : 249
base : 57
version : 21008

press A to download (from nintendo's servers) the official IOS57, patch it, and install the patched version into slot 249. all is automatic.
After installation is done, press home button to exit the installer.

Now you can play your games from USBLoaderGX.
by default, USB Loaders are using the system file located in slot 249 and it will find a copy of IOS57 with new features like "play from USB" ;)
