I've tried googling my question in every way possible but I can't understand most of the results. I still hardly understand the difference between psram and nor, but I think it's that nor cannot create a save file, and you can't restore a save file into psram mode? I apologize if I missed a guide somewhere.

So right now I have an R4i GOLD 3DS RTS with the latest wood R4 kernal I believe (I don't remember if I installed the 3DS V6.2 patch) and an ezflash V. I have a separate folder named GBA in my root and another one called GBA_SAVE. I then tried to use gba exploader with much confusion.

Some extra information about my .sav file is that I extracted it from my game cartridge originally and I am able to load it with VisualBoyAdvance by importing it. It plays just fine on my PC and I can save. I wasn't sure where I should store the .sav file on my R4i, so I've placed it in the GBA folder as well as the GBA_SAVE folder. When I try to run the rom from either the GBA folder or the root, it does not recognize my .sav file anywhere I place it. The filename is the same as the rom name, but I've also tried to create a .gba.sav version of it which didn't work.

This is when I tried to use the gba exploader but I can't figure it out. If I run the rom in psram or nor mode, and from either the folder or the root where I have the gba exploader file, it does not recognize the .sav file anywhere. My gba rom's size is 16mb but I haven't done any kind of conversion with it. I'm not even sure if it's related to the size. Could anyone please help me, as I've spent several hours trying to figure it out on my own now.

R4i gold doesn't use gba exploader. Assuming the have rom is
FunGame.gba
Rename the save to
FunGame.gba.sav
And put it in the same folder as the rom. Launch the rom from the r4i menu.
It might have to be FunGame.sav, but I believe r4i uses .gba.sav

That's what's strange is that I have both the .gba file and the .sav file in the GBA folder I created, but if I run the rom from it I can't load the save file. I've tried both of the .gba.sav and .sav formats with the same results.

You're running it from wood, not gba exploader, right?
You have a slot 2, right?

Yes I tried it without gba exploader originally and with the ezflash V in my slot 2. Should I not have a folder in the root with my gba savegames and roms together? I don't know if they should be in the root instead with my nds roms.

They can be wherever you want.

Try creating a save file in game, and replacing it with the correct save.

Also, the save file might not be created until the first boot of the card after powering down the game.
