First, has it always been this slow or is this something recent?

After you answer that... There are a lot of things that can slow an Internet connection down, primarily starting with how you're physically connected to your ISP and DNS. If your phone line is copper instead of fibre optic, if your phone relay is densely populated (e.g. By a block of flats), if your telephone exchange (or cable service) is experiencing heavy bandwidth (peak times). And that's just the line - it says nothing about the ISP, the servers, your own local network, your router/modem, or any satellite relays between you and the server.

The best way to investigate the cause behind slow internets... Call your ISP. They should be able to tell you if anything is off on their end, and if not, they should be able to track down any interfering factors along the line.

it was never this slow before and i already defragged the computer and i even reset the modem and router, but it is like not even reset works well.i even ran a virus scan in many areas of the computer and there was none.

Seeing as download speeds are significantly lower than upload speeds (when typically it's the other way around) that indicates a higher probability it's the router.

Let me guess, you should have a 1.5 download?

i do not know what the download speed was before, but it was much faster to download and almost the same to upload.i asked my dad and he said the router dates back to 2007 and the ISP keeps saying nothing is wrong with the router, but even my dad knows that the speed is incorrect and said he will have to buy a better router.we do have a fiber optic's cable connection.

Can you go straight from modem ---> computer to see if that fixes the problem?

Definitely,

The way it works is that line from house ---> modem ---> router; the same cord that plugs into the router (unless it's a RF cable connecting between the two) would plug into your computer. I take it you are using a wireless connection to the computer?
