Hacking How do I create a PKG file from DLC? - ToV Rare Costume DLC

Let's say I have an account with the rare costumes that haven't been released. The Yuri and Estelle 'the first strike' costumes. How do I create a PKG file from this so that others can enjoy these costumes as well?

I've searched around but nothing useful came up. Could somebody explain it to me in detail how to do this?

I'm willing to temporarily share the account so that another person can do it if it's easier that way. But I don't know anybody who can do it.

TLDR: How do I create a PKG file from DLC that's downloaded from the PSN store?

And this PKG is shareable? Can data from two PKG files be combined somehow? Can I create my own PKG file from my Vesperia PS3 file for use with the translation?
