Gaming How do I add 3DS title keys to the database

I have a few cartridges that are not on the database at THAT KEY SITE. I have Googled and read around this but I can't work it out. I have looked at this thread but the discussion is moves on to installing CIAs. I know that I probably need to do something with Decrypt9 but can someone give me a step by step guide on how to install Decrypt9 (or whatever is the up to date tool is I need to use), run it to extract the keys, then how to add this data to the titles DB?

Cartridge dumps do not have a titlekey, only eshop games do.
you NEED to buy the game from the eshop then dump your decrypted titlekeys with decrypt9wip.
