I've been always wondering how are NDS roms created.

If you mean how are roms created from original cartridges, then its dumped using dumping hardware and or using other tools.

Err...
It takes a long time to make a good NDS game.
if you mean by the .nds file, than it really easy.
Just put your game cart into some special USB reader and dump the rom.

No, there are tools like Wood Dumper. Also you could use a 3-in-1 flashcart to back it up and get an NDS file.

No.
1. That's not creating a rom, it's dumping one.
2. People buy the games, and then they dump the roms from the cartridge onto their computers, and then they upload them onto the internet. And that's how piracy was born.

cartridge is like a CD, an USB memory, a SD card, a HardDisk... only save information/archives/"0&1"...

dumping you take this information and save it into a NDS file that you can use with a flashcart or an emulator

Please Don't Use All Capitals. It's Annoying.

They just use a DS and dump the ROM to Slot-2 or Wi-Fi, or they use a special USB reader.

you can program for the nds... with the nitro codewarrior package. the dsi and 3ds i am not so sure about. there supposedly is a way to do it on mac program for the ds on mac....

fo us who cannot afford that software you can go the homebrew way...

but I sense you were just curious and that any real answer might be too much for you.
