As in the ROM chips on the carts? Or the games made by the developers? Or as in how the games are dumped from the cart to a PC?

I Mean How They Made NDS Files Like Did They Steal It From The Company Like The Pokemon Company And Convert All Of Those Parts Of The Game To A NDS File

No, there are tools like Wood Dumper. Also you could use a 3-in-1 flashcart to back it up and get an NDS file.

No.
1. That's not creating a rom, it's dumping one.
2. People buy the games, and then they dump the roms from the cartridge onto their computers, and then they upload them onto the internet. And that's how piracy was born.
 
cartridge is like a CD, an USB memory, a SD card, a HardDisk... only save information/archives/"0&1"...

dumping you take this information and save it into a NDS file that you can use with a flashcart or an emulator
 
you can program for the nds... with the nitro codewarrior package. the dsi and 3ds i am not so sure about. there supposedly is a way to do it on mac program for the ds on mac....

fo us who cannot afford that software you can go the homebrew way...

but I sense you were just curious and that any real answer might be too much for you.
