I've written one, altough there is no servers for it (I had one 2 years ago but not anymore), here is the implementation:
a) Emit a Package out of a release folder (having a main NDS program, containing sub folder, file dependencies): Package packer does that.
b) Package is copied over the FTP server set up in 1)
c) TGDS-onlineapp now connects to same FTP server set up in 1) and sees, downloads and runs the package.
There were a few attempts over the years, and you can cobble something together with stuff like the post above, but nothing that really stuck or that is comparable to things seen on later consoles, stuff like the xbox homebrew installer discs, things we see for tablets/mobile phones, linux or the like.
DLDI should autopatch (but ports of DLDI for the DS are available if you need one), there are tools to unpack at least zip files on the DS (hopefully it is not 7z/rar/ace/lzh...), there are tools to manage folders.
DS homebrew was a pretty exciting time so it was fairly well covered, especially once DLDI dropped, and you can probably find some nice best of lists that are pretty representative and skip the "I did something barely more than hello world" aspects. https://gbatemp.net/threads/links-to-various-gbatemp-features-over-the-years.352851/ has a few such things.
