Homebrew Homebrew Applications on 3DS Home Menu?

So I've been watching a couple of videos on Youtube, and I'm always noticing that they have an Homebrew application in their 3ds home menu. Like emulators: GameYob, Picodrive, etc. Or I see CHMM2 and HANS. I tried looking on the web about it, but nothing ever came up. So I was wondering if someone can explain it. Thanks.

An application ran through HBL (.3dsx) is converted from raw code, to a .3dsx through a makefile.
Using a .cia makefile, you can make installable homebrew that runs straight off the home menu.

Oh, so you're saying if I get the .cia file for, let's say...GameYob, and extract it using the NASA application, it will work?

First, you seem to installed on legit cia"s on your system since you said you using 10.7, without cfw of anykind,those cias such as homebrew won't appear or work, understand? Why not just downgrade? It's simple if you know what your doing... :)
Legit cias, Pokemon is one of them, don't require patches to work from cfw so that's why there called "legit" cias for a reason

To use unsigned cias, a.k.a ANY CIA FILE ON THE ENTIRE PLANET EXCEPT FOR A SMALL NUMBER OF GAMES THAT CAME PREINSTALLED ON CONSOLES, you need to be on 9.2 firmware with a CFW. No exceptions. Except for A9LH. But at this point you don't have that either.

I'm not an expert at 3DS hacking, so I'm not comfortable to give you advice/instructions. You can get started by googling "how to downgrade N3DS 10.7 to 9.2" I'm sure there will be a lot of useful information to get you started. Then you can ask question if you are not clear about certain parts. I don't think people in here like to spoonfed everyone without us (the noob) put in some efforts/taking the initiative to do some research first.
