You got this wrong. NASA can exploit the ARM11 kernel in any FW, which means you can install titles, but you need a system running a CFW to patch signature checks in order to see or open those titles. Use sysupdater instead of plaisysupdater if you are sure the files are right. Plaisysupdater crashes a lot when installing NATIVE_FIRM.old 3ds.

EDIT: Yes! I finally got it! (I think) Instead of letting it reboot and go to the home menu then error. As soon as it finished downgrading, I returned to the hbl launcher using L+R+down+B. Then returned to the home menu. And it worked! But when I turn on my 3DS, It shows the menu for like 5 secs then errors. Can I fix this?

Recover the way you have been, (using recovery mode probably)
Then try formatting the 3DS, going through the setup process, then downgrading. Sometimes that fixes that particular kind of softbrick, it seems.
