Ofc you will be able to use browserhax as entrypoint...Btw, Why do you want to downgrade to 4.5 from 9.2? It's pointless IMO

there is absolutely no point downgrading below 9.0. if you desperately want mset over menuhax, you can just install the older system settings.

hblauncher_loader will try to use *hax 2.x, which does not exist below 9.0. you can only use Cubic Ninja + ninjhax 1.1b.

Or you could also stick to cia homebrews (not many, but the important ones are there)... my setup doesn't boot 3dsx from emunand either! (and I have Ninjhax1 for decrypt9)

Are there really other important reasons to downgrade to 4.5?
I think mset mset were used to access emunand when homebrew wasn't very developed.
I mean, what you do with mset is now possible with menuhax.

TL;TR
4.5 + mset = 9.2 + menuhax

i thought that the browser isnt implemented in 4.5?

The browser IS implemented in 4.5, you can boot a CFW/Gateway menu by going to some launch website but you can't boot any hax 2.0 since the minimum requirement is 9.0 and up (so no browserhax, no ninjhax 2.5, no OOThax).

Your options are to inject FBI into the Health & Safety app, boot rxTools with the web browser and install a Cubic Ninja.cia to use the homebrew menu via Ninjhax 1.1

But is kinda pointless since Menuhax 2.0 is better at 9.2 than mset at 4.5

mset and other reasons
I don'y know how valuable those "other reasons" are to you, but you can selectively downgrade MSET itself, and use it as an entrypoint just the same as if you'd done a whole system downgrade to 4.5.
