Don't quote me on this, but I think I remember getting the exact same error code as you once...
Try rebuilding the database, if you can. This might untangle a few problems that may be preventing the install.
Alternatively, failing that, you could try turning off the Vita, then pull out the memory card, re-insert it, and restart the Vita and the installation.

Power off the Vita, then hold down Power Button + PS Button + R Button. Don't let go until you see the recovery menu.
You should then see an option to rebuild the database 2 lines down; choose that option.

Also, before you do that, pull out the memcard and reinsert it while you're at it as well.

The only 3 results of your problem I can really think of at the moment are:
1) You've ran out of space on your memory card.
2) Your memory card is corrupted and might need a reformat.
3) Your memory card is not working properly and you need a healthy replacement.
