If i use a action replay using a sky3ds card will that work? Since the rom is on there and you can change from each game?

Yes, it does work. It works with the Japanese save editor too. Just plug your sky3ds card into the console first and switch to the game you want to hack, then plug it into the action replay card reader.

Well, I tested my Sky3DS with the Japanese save editor and it worked. I got the Japanese one because my console is a Japanese one.
