I use wbfs manager 3.0 to load roms onto my hard drive to be used with a USB loader and it has always worked great. The problem is it only allows you to load .iso and .rar onto the drive. The file I have is .wbfs what is the easiest thing I can do to load it onto to the drive? Is it convert it ? If so how?

you can convert it to an .iso on your PC with wii backup manager....
from there, WBFS manager to your Wii HDD.

wbfs manager has some serious bugs
use something newer instead e.g. wii backup manager
you can use wwt to check for corruption caused by wbfs manager

wbfs partitions are error prone
consider switching to a better filesystem like fat32, ntfs or ext2
