well I don't think its region swap, cause if it is I can't play USA refion based game then (?) the error is i cant access eshop, friend list, and as for my pokemon game, online battle
The CFW (custom firmware) you are running likely enables region free gaming. Most, if not all CFW's can run out-of-region games.

Wow.. never thought of that before.. so the patches might have been enabling me to use US region based game? What is duplicate titles?

I'm sorry to be rude, but did you even read this thread? He already gave the error code.
Eh~ stairs
So I looked up the error code. What's the point of giving an error code when looking it up gives no real results? Nintendo has the worst error code system.
In this case, do not remove A9LH or your CFW or you will not be able to remove this error.
The system might have had it's region changed like everyone is suggesting.

I think @Martin_Sean doesn't know anything about CFW or the scene.
Perhaps he needs an introduction.
Something explaining about CIAs, titles, FBI, etc.
Someone has a link to a guide?

The response of this error code is to call them. Since other threads here point to this error code being the result of region swapping, its likely that this error will only show up if you modify the system. Probably why it says literally nothing about it, not even a vague reason.

That being said, you're still right. Their error code system SUUUUUUCKS, lol.

Also, not taking the time to read the posts here is kinda hypocritical, seeing as your post was kinda ripping on him for not reading your troubleshooting guide.

is there any way to see the region of the console?
Go to system settings. Look at the version number on the top screen. Look at the letter at the end of the version number. U = USA, E = Eurpoe, J = Japan. I'm not too familliar with region swapping, however. I don't know for sure that this letter would change with a region swap. Hopefully someone with more experience can help with that.

But that's the region in the NAND, not the original region of the console if it was swapped.

Dude, I am not going to lie. I have been literally up all night at work. Still, sorry if I came off as rude, that was not my intention.
The thing, this error code could really mean anything with Nintendo. I had an error code popup once that I thought meant I was banned. So I looked it up and Nintendo gave the vague "Call us" answer. After a few minutes of searching, I ended up finding out that it was server issues on Nintendo's end and to wait it out. After about an hour of wait, the error went away. I bring this up because Nintendo isn't even willing to post server issue error codes on their site!
So basically I am trying to remove that as an option, but I can access the eShop, so obviously that's not the reason.
It looks like everyone seems to know what they are doing and I will leave my comment here because I actually don't know how to fix this issue. So I am hoping this thread will learn me some knowledge.

seriously guys I am terribly sorry for my noob knowledge and this lots of questions
What version number is showing in Settings?
Hold start/select on startup and see what version shows up there as well.

Also - currently there isn't any actual cfw, its just patches applied before ofw is loaded

There should be a serial on the back and one under the battery

ow the cfw I got is in system nine point something then I update it to 11.2.0, does that will show the real region? cause it said 'U' though

That shows the current software region, the serials would point to the region that was installed originally - but region changing shouldn't be the issue here as o3ds shouldn't have eshop issues on change
